Starting as a pilot in Indonesia in 2017, City Planning Labs has successfully helped the first cohort of pilot cities develop strong data ecosystems, break inter-agency data silos and better prioritize investments.

THE TEAM


DANIELA EVIA DUARTE

Daniela Evia supports the City Planning Labs (CPL) team as a consultant. Daniela has over 15 years of experience designing, curating, and implementing knowledge exchange and participatory processes, including training courses (online and offline) for cities of varying scales, cultural contexts, and complexities. She has a strong background in designing and developing climate change education programs and closing the communication gap in the realm of urban policy, planning, and development.

GAYATRI SINGH

Dr. Gayatri Singh is a Senior Urban Development Specialist at the World Bank’s Urban, Disaster Risk Management, Resilience, and Land Global Practice. Over the past 20 years, she has worked in South Asia, Sub-Saharan Africa, and East Asia within and outside the World Bank. In her current role, Dr. Singh is collaborating with urban and national governments in East Asia to create inclusive, sustainable, and efficient cities through a combination of integrated spatial planning, investment projects, policy reform, and technical assistance focused on leveraging geospatial intelligence and intelligent technological innovations at the city level. She trained as a Rhodes Scholar at Oxford University and subsequently completed her Ph.D. at Brown University as a demographer.

QIYANG XU

Qiyang Xu supports the City Planning Labs (CPL) team as a Project Manager, supporting daily project operations, task tracking, program reporting, and budget planning. She is based in Washington, D.C., working with trust fund programs and investment project teams on smart cities, evidence-based planning, and urban resilience-related topics.

SHEILA TOWN

Sheila Town supports the City Planning Labs (CPL) team as a consultant, contributing to project writing and advising on project management and M&E. She is based in Indonesia and has worked in international development for many years, including with the World Bank, the European Commission, and multiple development programs in Indonesia, Southeast Asia, and Fiji.

Nino Lazariia supports the City Planning Labs (CPL) team as a City Coordinator, working on city engagement and TTL support. She is based in Washington, D.C., and has worked on smart cities, climate tech, and data ecosystems topics, supporting Digital development and Urban teams across countries.

ISABELLA ROLZ SANDOVAL

Isabella Rolz Sandoval is a bilingual journalist and communications specialist with eight years of experience creating Spanish and English content. Her passion is elaborating compelling stories. Isabella has managed communications strategies for international organizations, like the World Bank, where she is a Communications Officer for City Planning Labs (CPL). She graduated from Columbia University’s Journalism Master of Science Program in 2018 and is a Maria Moors Scholarship recipient.
